剧情介绍：
2002年日本发生多宗奇怪的人口失踪案，实习记者城户真司为了调查此事，前往其中一个受害者的家中调查，并在房间内发现了一个名为卡片套匣的道具。为了阻止镜中怪物袭击人类，真司情急之下使用卡片套匣的力量变身为假面骑士前往了怪物所在的镜中世界，并认识了另一位假面骑士秋山莲和神崎士郎的妹妹神崎优衣。随后真司才得知了卡片套匣的秘密以及围绕着神崎士郎所进行的13位假面骑士之间围绕着自己愿望的战斗——最后活着的假面骑士可以实现自己的愿望。在与镜中怪物订下契约后，成为假面骑士龙骑的城户真司决心为了消灭怪物、保护人类而战，同时也想阻止其他假面骑士自相残杀。战斗愈演愈烈，神崎士郎的阴谋与真正目的逐渐浮出水面，真司将做出怎么样的决定？其他的假面骑士们又将何去何从？
