剧情介绍：
抗战爆发，日本人侵驻定州城。国难当头，天龙山“十三太保”票儿揭竿而起，率领众弟兄英勇抗日。凤鸣山女当家肖桂英胆大泼辣，跟日本人有着血海深仇，与票儿并肩作战。共产党人林业农和林紫萱在票儿身边为其出谋划策，用红色的思想影响和熏陶着票儿，引领着票儿走正道！在天龙山失守后，票儿终于率领众弟兄跟着林紫萱投奔了共产党领导的军队。林业农和林紫萱在抗战中牺牲，他们的死对票儿的内心产生了巨大的冲击，革命的理想和信念从此在他的心里深深扎根。抗战胜利后，汉奸聂双会等沦为国民党的穷寇恶匪，这些人在定州暗地展开破坏活动，威胁着新生政权。此时的票儿已经成为解放区的公安局副局长，他劝降了肖桂英，这对冤家一样的恋人终于在思想上真正的走到了一起。票儿在肖桂英的协同下一起抓敌特，斗顽匪，最后为新中国的建立献出了自己的宝贵生命。
