剧情介绍：
二次世界大战前夕，国际局势波谲云诡，暗流涌动，各方势力蠢蠢欲动，暴风雨的前夕分外肃杀可怖。在中国的东北地区，苏联和日本两大不同体制的国家也将迎来新一轮的较量。为了取得战局的主动性，日本特务机构根据苏联方面叛徒提供的情报，制定了暗杀斯大林的“猎熊行动”。为了粉碎关东军的阴谋，并铲除叛徒，苏共派出代号“野狼”的侦察员伊万诺维奇（别列佐夫斯基•叶夫根尼饰）前往哈尔滨玛迭尔旅馆西餐厅，与中共的地下组织接头。哈尔滨站的负责人孙博文（邵兵饰）负责街头事宜，然而狡猾的日本特科却一次次阻止了他的行动，孙更身陷囹圄，命悬一线。在战争的前夕，谁人都不可信，支撑他们走下去的是各自心中不可动摇的信念……
