剧情介绍：
清末年间，朝廷内外宦官当道，鱼肉百姓，号称“鬼难缠”的巡城御史桂阑珊办事自有一套，遇到大小不平事，都能迎刃而解。都察院掌院、左都御史巴大人表面上两袖清风，可私下里大发不义之才。桂阑珊摸清了巴大人的底细，釜底抽薪，命神偷燕五从巴府偷走巨额银票，然后当作路不拾遗，扬言招领三日，否则上交国库。巴大人承认是自己的失物，真相得以大白，银票上交朝廷，但皇上却送来了御赐牌匾“清白家风”。贫家小户的兰姑娘和胡大帅的爱将双喜青梅竹马，也曾立有婚书，但兰姑娘之父人穷志短，又与当朝国舅爷立下了婚书。胡大帅想成全爱将双喜的婚事，却与国舅爷闹上衙门，此案审起两头都不敢得罪，桂阑珊用了合乎人情却难寻律例的奇计。
